Have you tried model boat shops ? My Dad is into his radio controlled boats & I have been with him to a couple of local conventions. They sell all sorts of cargo and nautical themed terrain.

Admittedly a lot of the stuff is large scale and a bit rough looking imho.

Lots of sharks to choose from in the stores – Dollar Store, Michael's, etc., etc..

Some sold individually, and others in tubes.

Print out a pic of the fish in desired scale & make a marker of it. The rice is also a great idea (though painting them may take a while… ;-)
