I saw this figure be a year ago but can't for the life of me remember what company was selling it. I seem to recall a robotic leg and folded arms.

Just on the off chance that someone else knows the manufacturer …

That would be Kabuki Models Napoleon-X.

However, TAGO Ltd bought part of the company back in June. Doesn't look like it made the cut.

You may be able to find it somewhere on the net. Best of luck in your search.
