A new family moved in next door. To cut a long story short, I am now on the hook for a game with an excited (and really very nice) 9 year old using either my star wars figures or some Marvel Heroclix.

Any suggestions on rules or games that would be suitable?

Try Pulp Alley, pretty easy to teach/learn, and fun to play.

After you get through playing superhero/star wars battles, you can get him into historical gaming with something like "Memoir '44".

Song of Blades and Heroes. Adaptable enough to play most figures/genres without getting the specific rulesets (Mutants and Deathray Guns, Flying Lead, etc.). My son started on SoBH younger than 9.

Super Mission Force for Heroclix miniatures. Great game, easy to learn and play, and no need to click anything.

Just saw this post.

Pulp Alley works well for superheroes. I ran a Captain America Civil War game using Pulp Alley rules.
