Any sites or blogs etc that show how to make card WW1 tanks and armoured cars for 15 and 20 mm scales ?

click on models, there is then a menu which lets you see which models each designer has made, click on the model to get a download button.

… and just rescale (when printing) if they are not your chosen scales.

whilst not card and also 1:200 scale if you have access to a 3d printer these can be rescaled to 1:100 and printed out link

If you look up der kampffleiger on Wargamevault, they have an Izhorksy-FIAT AC kit, as well as a 1924 Rolls-Royce, but at that scale not many will notice the difference.
