Interesting reason for "…building an enormous arsenal…".

If we'd wanted to do that, it would have been done decades ago, and have been over in short order, back in the day.

In fact, we even turned down Russia's/Soviet Union's proposal to do just that with them, back in the day, around 1969 – 1970, and threatened to nuke Russia/Soviet Union if they conducted a nuclear attack on China, unilaterally.
