I´m starting to think the boxart has little to do with the titel.

The Trenchcoat wearing poses would be usefull as G-Men/Gangsters :-D
Conclusion..photomontage has Zero to do with the titel.

I'm well impressed you tracked down the matching photos, as I assume there was no other hint ? Half the poses are German, wasted opportunity for more resistance fighters..

Interesting. and the timing for this TMP post useful. Thanks Paul Bods.

Been painting up German eastern front Latvian and Ukrainian FOW V3 security platoons (1942) for a early East Front Partisan train raid game. With the rail rolling stock now collected, that just leaves the Partisans themselves. Working on three Russian partisan companies with some minor support platoons/companies as I type.

Now I see Onion has a plastic set for more German rear area formations. Will have to check them out…. as I used the Strelets 1/72 sets (Police battalion) and the Partisan sets (summer and winter). Love to have more variety of miniatures.

Ps. I game FOW V3 using 1/72 miniatures and larger team basing.

Google things like Feldpolizei, Feldgendarmerie, prisoners, partizans, gestapo and you quickly bump into the right image.

I might have used different pics if Orion had hired me and There´s a much easier way to find the pics. The two involving the WWII Germans could be found after dragging About in Google search, Gestapo won´t work for the third and still not as quickly. ;-)
