The Convention of Peking in 1860 was when Russia essentially landed control over the tundra territory, but before that it belonged to China and it appears now that the Asian nation may want it back.

This is complete nonsense, isn't it? Beijing 1860 settled control of parts of northern Manchuria, not Siberia; most of Siberia has never been Chinese, and has been Russian since the 16th-17th century.

China has been buying up huge tracks of the mineral rich regions within Siberia.

And they should really learn how to spell "tract".
