Found one of these in the collection of a recently passed friend who was a prodigious collector. The CMoN image is the only one I've found so far, and it lists the manufacturer as "Other", which is not very useful.

She's a Reaper Chronoscope figure, that wrench is an optional piece.

Nope.
Rosie the Chronotechnician was sculpted by Bob Ridolfi for Reaper.
The Bombshell miniatures Mae-lee was sculpted by Patrick Keith.
