Great depression of 1930s almost managed to completely destroy US railway industry.

Not true. Wilson's illegal nationalization of the railroads during and after WW1 was the culprit. Most railroads received no maintenance during the period 1817-1920 because the railroad czar (who just happened to be Wilson's son-in-law) decided that such spending was taking advantage of the government to line the pockets of the stockholders.
