According to this report, it appears that there are "aerial cities" in Syria, since "ground to air missiles" have been fired at them:

Now something else to worry about.

We have a significant, and I suspect insurmountable, "aerial city" gap with those in the Middle East.

Unless it breaks into or beyond orbit, every missile is "to ground". Sometimes it even brings other additional stuff with it!

And let's not forget the Gulf of Sidra Incident where the Libyans used their ground-to-air missiles to attack themselves.

Are you sure they meant "cities in the air"?
I think a better interpretation would be "cities full of antennas".

The flying bit is not all that hard, the ground is though, and the sudden stop, well…
It's easy, just throw yourself on the ground, and miss, simple. Just takes some practice

Well even the old Nike AD missile could be used on ground targets. We were briefed that decades ago and it generally was not well known. Now I'm sure it can be found online. Of course we don't use the Nike, Nike/Ajax, etc., anymore … AFAIK

SA-4 missiles were used as surface to surface missiles in Chechnya. And many naval SAMs can be used surface to surface too

Well it only makes sense … firing a SAM to hit an area/target on the ground. With the tech of the past few decades or more. And IIRC, the Nike had a nuke warhead. old fart
