How viable would these rules be for playing the earlier Eastern wars ? I'm thinking the Deluge era circa 1650's. Do they feature rules for skirmish cavalry . I'm not sure if Cossacks or Akincis would fall within the blade or bullet cavalry definition used in BLB

The would be fine. Akinjis and Cossacks fall within the new category of Tribal cavalry. All of the amendments in With Talon and Claw are written specifically with GNW/Eastern wars tactics and troop types in mind.

Cossacks – mix including Warfare Miniatures, Foundry and others
