Again … why walk when you can ride ? Even in the early '80s we were trained to ride on the back deck of the M60 MBT.

Definitely did this on the move, there are plenty of WW2 film clips of tanks hidden under as many men as in the OP.

The only rule was "Don't fall off the front!" and if travelling in a column, "Or the rear!"

Most games allow a team or a squad to ride a tank, depending on the size.

Generally, you'd want to be on the back deck, with some cover, as too many men are easily killed, quite quickly, if the tank is covered completely; but if away far enough from the enemy, pile on.
And of course, who'd want to be on a tank that is getting shot at by another tank, ATG, mortar, or artillery?
