In the Bush War sourcebook it list ZANLA forces as having a Callous attribute.

I can't seem to find what this is in the main rule book or Tomorrow's War.

Any ideas?

They kill all civilians on a roll of 2-6?

I believe it has something to do with casualties.

At one point it says that it is used instead of making first aid checks.

Sounds like these irregulars are not even up to caveman casevac.

I looked it up and couldn't find it either. I believe it has to do with ignoring their own casualties. It is in one of the companion books I am sure. Regular troops are affected by their own casualties but callous troops ignore their own. It is normally used with caveman casevac.
