"If the odds are even, your tactics suck."

Unfortunately I don't recall who he was quoting.

Apparently almost everyone has said something approximately like your quote. For example, the following is attributed to Col. David Hackworth: "If you find yourself in a fair fight, you didn't plan your mission properly."

The Hackworth quote is ascribed to him in Paul Walters' book "A Soldier's Journey to Vietnam and Back."

Although I found lots of references to Steinbeck being the source of the OP's quote-as Bill noted-I couldn't actually trace it to a book by or about Steinbeck.

Self-defense instructors have said words to the effect of: "the guy on the street isn't looking for a fair fight; he's looking for a beat-down. Fair fights only happen in tournaments."
