Who makes attractive women in 25mm/28mm scale, wearing miniskirts, and 28mm men in "leisure suits"?

Looking for futuristic types for a UFO/SHADO game.

How heavily armed do you want them to be?

I think the Copplestone Future Wars range civilians would be a good starting point:

Also the Kiss Kiss Bang Bang range from the same manufacturer might contain a few useful figures:

For more Copplestone goodness, Em4 stocks figures from the Future Warriors range that he sculpted for Grenadier in the early 90's:

And maybe you might find something in the Foundry Street Violence range:

You might also look at Brigade Games Spies and Patriots line:

Edit:- heresyminiatures.com might be worth checking I don't see any that say SHADO to mr but may be worth looking.

I didn't date her, but I think she sang in a group or two during my college years.

Gotta admire those Crooked Dice Not-This or That TV Series miniatures… thumbs up

Helps when they've been painted by someone, who obviously had a lot of spare time to watch DVD collections of old television series, "for inspiration".

I think she looks like a suitable candidate for MUFON, but not for SHADO.
