when in battle, or when in good weather, would a knights or sergeants cloak be rolled and attached to the saddle, kept on a baggage animal or kept some other way?

Entirely up to the individual.

I suspect it would vary depending on the individual's preferences, circumstances etc.

Knights used multiple horses. A knight would ride a palfrey to battle and then switch to a charger for active combat. It is unlikely that the charger would be cluttered with unnecessary gear. The cloak would probably remain with the riding horse and the squire, whose job it was to look after such things. A sergeant would have a general purpose mount and so might.
