More leaders are tempted more often to test limits, jostle for power, and seek to bolster their influence—or diminish that of their rivals—by meddling in foreign conflicts. Multilateralism and its constraints are under siege, challenged by more transactional, zero-sum politics. Instruments of collective action, such as the United Nations Security Council, are paralyzed; those of collective accountability, including the International Criminal Court, are ignored and disparaged….."

Indeed. I think an argument can be made that it is the poor performance of the touted multinational instruments of collective action (UN Sec Council) and collective accountability (Intl Criminal Court) to accomplish much other than bash the US, is a large factor of where we are today. IMO, the UN was founded on Western principles of fairness, justice and accountability, but those principles have been compromised by politically correct notions of diversity for diversity's sake, inclusion and multi-nationalism. Plus, it's always easier to pick on the US because we do still honor those principles for the most part.
