Wargame Construction Set II: Tanks!
It's an old DOS game but runs fine in DosBox. Check abandon ware sites, old computer game sites, etc.
It has WW2 and Modern. Bunches of scenarios and 'roll your own'.
I used to create scenarios based on US Army field manuals. Great fun.

This site is a great resource for old games. For just a few bucks, you can get a bunch of choice stuff. There is a free option, but it is slow and prone to failure for very large files.
There is an "Easy Setup" option. Highly recommended.
