I have a slew of 1/72 PSC AT crewmen and assorted infantry that have no bases, so I can't just glue them to sticks and have at it. How do you go about painting miniatures with no base? I really don't want to drill holes and mount them on skewers, if possible.

I carefully glue them to sticks or old paint pots and get slinging paint.

Blu-tak to bottle top.

I figure out where on the model I will glue them to a base or vehicle. Then I use that spot and glue them to a roofing nail.

Paint them on the vehicle.

I do what Joe's Shop above does. When you drink 3-4 bottles of soda a day, the caps add up fast!

I have a figure or two that the base broke off ( 15mm) and used a blob of wood glue.

glued to strips of cardboard.

I have a supply of old bases that I use for painting – glue 'em to them with white glue, pop them off when I am done and re-use the base

Hold'em by the feet and paint those last… ;-)

Same as Zephyr1.

Zephyr1 has got it right, I do prime them using double side tape on small wood strips, and then spray them. The old eyes aren't what they used to be so I often need to get real close and use my magnifying glasses. My eyes are 2.50 so I usually use a 3.00 when painting.

I put contact adhesive on the soles of their boots and stick them to a bit of cardboard.

You may need to support eg sitting figures while the glue dries.

Slice them off the cardboard when you've painted them.

Hot glue the feet/foot to a nail. Use a little bit and they pop right off with no damage.

I would have suggested alligator clips, but those tend to leave teeth marks…
