At least I think they're Navwar. These were in a bin with Navwar boats. There's no backer; just a product number written on a clear zip baggie:

NT-140 (gun and crew)
NTP-25 (guns)
NTP-22 (guns)
B-46 (guns)

This website seems to have the latest H&R codes and some older ones which might match yours.
