I can't read the out-of-focus writing on their tops, but the shade of blue suggests that they are from the German state of Mannheim.

The linked web page calls them "90's PADDOCK GIRLS FIGURE" and "Japanese Girls Figure", so I suppose that they could be celebrating Yugoslavia, which used a blue-white-red horizontal striped flag from 1992-2003.

I have never seen anyone enter a paddock wearing white high heeled shoes. It's mostly work boots or riding boots.
