They have a set of rules for the hooligan street battles called AGGRO.

There is also a set of rules for the matches themselves called CORNER KICK.

The victory conditions for hooligans-hooligans-police battles would be interesting, I think.

Victory conditions are interesting because this situation is so different from a military engagement.

The only really coherent participant is the police.

Each team of reporters is competing each other team for the best videos and sound bites.

Each small gang of hooligans is loosely allied with their own side, but has its own scores to settle with hooligans from the other side, and possibly with others of its own side.

Each non-combatant or group of non-combatants has the objective of not getting hurt, and will help other non-combatants escape.

It's interesting to game these situations out, but I need to study them a bit more.
