Should a Soviet Battalion have 1 command order from the battalion command, or should each company have its own order in addition to battalion, etc. I have not been able to read how Soviet forces were trained to react tactically, but I have read that on the larger scale the Soviets planned everything in extreme detail so that, in case of breakdowns in command, soviet forces could follow through with an attack.

Do you want to know what the rule was in Combined Arms, or are you looking for opinions on doing something different?

In the old "Combined Arms", you got the battalion command and one company also got a command. This allowed you to fight the battalion as two echelons per Soviet doctrine. In CDTOB Chadwick structures the commands differently by giving you a battalion command and putting the rest of the stands under a "combined companies" command. This again gives you 2 commands per battalion but puts everything but the battalion HQ into one unit for morale rolls. Personally I follow the "Combined Arms" system. On the CDTOB forum, Bob McKenzie gives all Soviet companies a command. It depends on how agile you feel the Cold War Soviets were.
