Early in a Bag the Hun game, a large (spotted) group of planes is flying in a large formation composed of smaller groups of 3 planes. I want to keep the big formation together as long as possible. One of the 3 plane groups has a junior ace. I pull his card first. Can I move the entire formation on that card? If so, is the large formation done moving for that turn? If I can't move the large formation, what card do I need to do so?

I don't think you can move a formation larger than a 3 plane vic or 4 plane Schwarm on a junior ace card.
Although nothing to stop you doing so as a house rule.
Normally each bit of the large formation will have its own card – red, yellow green, blue, one for each set of 3 planes. Each formation moves either on its own card, or, if it has a vetaran or ace leader, on his card. Either way it only gets to move once.

If the junior ace isn't a section leader, then I play that only he can move, breaking the section and loosing his wingman (if he has one) and if he chooses to take the move. I allow him not to if he wants to maintain the formation and wait until a card comes up allowing the whole section or squadron to move as one. However, it's likely that a junior ace would be a section leader in which place do as Dexter writes.

If the junior ace is a squadron leader then the whole formation could move.

You should be able to get situations with junior aces and character cards (if you use them) that might for example represent a unit with less than perfect discipline breaking up as a formed unit through lack of discipline. An example of this might be a training squadron just made operational.
