I think they mean "surface-to-air" system, since otherwise, it would be a very short flight from the launcher to the ground.

Might as well reverse the containers for firing at the ground, 3 feet below the launcher, if I'm wrong.

No, Brimstone is an air-to-surface missile, broadly comparable to a Longbow Hellfire.

Warhead would be grossly overkill on airplanes and helicopters, and the missile itself is relatively slow for surface-to-air work.
