Oh, Winston! (a) not government-generated. As specified, popular jokes sent through government channels. (The problem is that once you've used a joke in a report you encrypted, declassifying it gives the other side's codebreakers a crib.)
(b) old as the hills. I heard the one about the line to shoot Gorbachev when he was still in power--and that was the newest of them.
(c) The "Murphy" one may be the oldest joke in the history of espionage, and isn't particularly Irish. Usually it's Oblamov or Oblanski. Not like the three Germans stranded on the desert island, which really is a German joke.

Oh. Three Germans are stranded on a desert island. How do they survive? They hold a lottery and make one of them bishop, then an election to make another one mayor. The mayor appoints the third chief of police, and then they can obey each other until help comes.
