Anyone have any ideas on making a tiller for my 28mm mdf Viking ship?

A little balsa would do the trick. Tillers on longships were really simple affairs, honestly.

It is the Sarissa one. I was thinking I could cut and file one out of the leftover mdf sprues.

Perhaps use plasticard (Plastruct or Evergreen styrene) or, as you mentioned, a piece of leftover MDF. The handle could be made from a thinned down piece of bamboo skewer.

Mine is done, Merrimack resin with gb crew. I augmented the resin stuff with bits from the plastic revel kit – oars, mast, tiller and the uprights for storing oars and sail plus a rat and a cat……a raven, misc stores, barrels, a foundry captain…..

Anyway aside from my problem the plastic stuff was great.

I will post my ship when I am done. I used a skewer which had a flat end of wood on one side. Drilled a hole near the top and put part of a toothpick through the hole.
