These are nothing more than mobile land mines. Simply applying the concept which converted the torpedo (naval mine) to become the automobile torpedo.
Two fences delimiting a border zone, De-Militarized Zone, or other area needing higher security. An area with non-restrictive Rules Of Engagement (ROE) (aka a Free Fire Zone, or kill zone), with adequate proper signage. A simple matter of finding the proper application.
