I cant see the picture…but my mind is rebelling against the use of the word "quaint" and "retail park" in the same sentence.

Surely you meant "eyesore". Or maybe "hell hole". "Grim", "dismal" "depressing", "post-apocalyptic". Any of those would work.

but even if you offer photographic evidence I refuse to believe that a UK retail park could legitimitaly be described as "quaint".

Doesn't a UK retail park contain only a pub, GW store, cash/loan place, and a Tesco(?)…? ;-)
