Maybe the USN should pitch in and buy 20 as well. That would cut down costs a lot for everyone involved and the USN would get some decent ships for once.

So, after 'cost over runs' and 'unexpected delays' that might translate into 4-5 frigates for $30 USD billion. Who? Me? Sceptical?

Sceptical? Very. Plausible? Not really.

Cost over runs are entirely possible but the number '9' is built into Australian strategic planning.

They'll be largely built in Adelaide which has all sorts of implications not least for jobs in a city still smarting from GM's pusillanimous pull out from building cars in OZ.
So, defence, economic & political reasons for the 9 frigates.

These are not your grandfathers frigates. The Type 26/Hunter Class ASW/AW frigate will have a fully loaded weight of over 8000 tonnes (around the same as the early build Arleigh Burke destroyers and about 1000 tonnes less than the latest builds) and is double that of the existing Anzac class boats they are replacing. And 9 will allow RAN to retain 12 major surface combatants.
