Since they are using the left hand, maybe they are anti-scouts? Trustworthy, Loyal, Brave, etc…we don't need any of that.

Aren't they actually "flipping the bird"?
(A 'Mockingjay' is a bird)
(Using three fingers probably implies something worse instead of one)
(Holding up the arm means "Can you see (me, it, this) now, [expletive]?" )

Funny you should mention that. My wife will make that gesture to me on occasion, and then tell me to "read between the lines". :)

Didn't one of the SEA nations try to have the films banned because this salute is used by one of their "revolutionary terrorist" type groups?

Poland used a 2 finger salute (to forehead, instead of a knife-hand).
