Smallest I have found are 1/3000 from Navwar. Any smaller models for the Armada through the Dutch Wars (ie. the 1600s). Really like the pre Napoleonic naval vessels.

Tumbling Dice do em in 1\4800 scale i think.

Tumbling Dice do a very good 1/2400 range but the 1/4800 range is only Napoleonic ships.
