I believe Israel's pre-negotiation "negotiations" may have played a role in this decision.

They did give them a warning about 12 hours before the first planes paid them a visit. But, as always, the Iranian theocracy was … well, obstinate* (I'm trying to be nice, though I'm not sure why).
