A simpler project would be to publicly remind the Russians that the US considers any nuke a strategic weapon, which requires a strategic launch in response. Regardless of yield.

We use to consider a separation between tactical and strategic which we maintained during the Cold War which would allow us to use a tactical nuke on the battlefield yet not automatically go strategic. The deployment of the Pershing and Pershing 2 gave us the ability to strike Russia proper with a tactical nuke whereas Russia to hit the US would have called for a strategic response.

I did artillery nukes back in the Cold War. In this context, 'low' yield is a very relative term. 15KT will make a mess.
