Would 1/50 work with 28mm?

Yes, the scales are close enough.

I have several of these buildings. They are fun to build and look great. They are a little heavy, and sometimes the bricks come off with gaming use and have to be reattached.

28mm = 1/56 but in the real world buildings differ a bit in size so can't see its a problem

Especially with buildings, I am pretty lenient with scales. I think 1/50 look pretty good, especially when you add bases and everything else. Plus, I think buildings are often modeled a bit on the small side, honestly, so going a touch large seems to look even better.
