There are many, many 15mm companies that produce fantasy figures.

Battle Valor
Demonworld(Ral Patha)
Khurasan
Blood Moon
Armies Army
Splintered Light

To name but a few.

As for rules Kings of War, Hail Caesar Fantasy(fan made, Battle Valor, Sword and Spear fantasy

There are some great choices now

And, of course, lots of 15mm Ancient and Dark Ages/early Medieval troops can be used for Fantasy humans/humanoid races with a suitable paint job!

Battle Valor is the way to go in my opinion. Lot's of figures to choose from with more on the way. Fantastic sculpts all around. The rules are fun and he offers a download for free until they are published.

I don't believe there are any rules that can't be easily adapted to a scale up or down a step or two. That should open up your options nicely.

Aren't Battle Valor minis almost 20mm tall? They look nice but nothing I have will even begin to match them in size

No, Battle Valor scale really well with Demonworld, Black Raven, and others I have. Bigger than Chariot but not nearly as big as Eureka.

Check out Alternative Armies for the HOT 15mm Range, HOTT 24AP Armies, The Tabletop Classic 15mm Range as well as several game systems like Age of Might and Steel plus USEME.

Warmaster is 10mm, by the way.

Copplestone Castings (sold by Northstar) has excellent 15mm Dwarves, Barbarians, and Neanderthal-like Picts.
