I can honestly say that I had never heard or seen those two words ever used together in that way! :)

There are corporate strategic planners who what they call wargames to model different strategic directions – I have heard the two words together in that context

The UK MoD has recently published it's guide to wargaming: link

Used by the military to train personnel and also test plans. This is not new stuff.
