About a decade ago I asked Old Glory 15mm for a bag of just flag bearers. They were able to do that for me for a little extra. Couldn't hurt to ask if you like Old Glory. oldglory15s.com Eureka/AB Miniatures also sells individual figures, including flag bearers. They are closer to 18mm though. I think they blend with 15mm Old Glory and Battle Honors OK.
