The Russians have been working on denying GPS signal to drones as seen over the Ukraine and most recently in Syria. It's a good bet that they are sharing information and development with China as well, so this development makes sense. The technology to do this with 155mm shells probably isn't cheap, so there will be only a few countries that are going to end up with these kinds of assets.
