I have and like both of the rule sets by David Manley. Another option is David Gregory's (PT Dockyard) "Flaklighter II."

We use Coastal Patrol from Too Fat Lardies. The whole rule set is in the 2011 Summer Special. There are free downloads from the TFL Yahoo Groups site.

We produced Coastal Command back in the early 1990s. The original edition was for a sea map. A later revision was made for a faster playing hex map.
The system was developed to provide a campaign system to be used with any set of rules. This is why the first section is the Campaign section. Then we began to add rules for items over looked by other rules. In the end we only had to include some basic rules to have a complete system.
