"The setting of the naval blockade in February 1813, was coupled with a politics of terror along the American coast. Not hesitating to go back up streams to sink into the country, royal Navy attacked the harbour cities, the deposits, the ports and even the farms isolated. thier goal were reducing to nothing the commercial and military naval capacity of the United States and of establishing a climate of permanent fear in all the coastal communities. The popular purpose was to create a moral crisis within the population appropriate to make tip over the public opinion towards the fast search for a solution to the conflict, the solution which of course would be to the advantage of the aggressor. If the raids of the English navy effectively caused important destructions and brought the coastal regions to maintain an almost permanent state of alert it caused a big resentment in the American opinion which firms up more the will to defend itself rather than to abandon the fight…."
