Sounds like Traveler in a lot of ways. Not sure though – it sounds like they are saying that the brand new guy is competitive with the seasoned veteran. Play-wise it makes some sense, but not sure it works logically. |

The old FASA game had rules for generating characters at different skill levels, nobody wanted to play ensign nobody, they wanted to play department heads on a constitution class ship. |

All characters are built with the same number of points for the purpose of play balance. There's a mechanic that caps the skill level of a young, inexperienced officer. The result is that a long-serving officer will be better at their job than the new guy. However, that new guy's Academy training will still be fresh – Ensign Nobody will have skills that their boss has gotten rusty on. Above them both are characters with mechanics that buff other characters – representing the leadership skills of a veteran officer. |
