I'll be running Modiphius Entertainment's Star Trek Adventures sometime soonish. As always, creating characters is a game into itself. My thoughts on the process:

Sounds like Traveler in a lot of ways.

Not sure though – it sounds like they are saying that the brand new guy is competitive with the seasoned veteran.

Play-wise it makes some sense, but not sure it works logically.

The old FASA game had rules for generating characters at different skill levels, nobody wanted to play ensign nobody, they wanted to play department heads on a constitution class ship.

All characters are built with the same number of points for the purpose of play balance. There's a mechanic that caps the skill level of a young, inexperienced officer. The result is that a long-serving officer will be better at their job than the new guy. However, that new guy's Academy training will still be fresh – Ensign Nobody will have skills that their boss has gotten rusty on. Above them both are characters with mechanics that buff other characters – representing the leadership skills of a veteran officer.
