Not sure that it works.

Basically you took a unit of mounted hearthguard with javelins. Then you eliminated all of their negatives ie. no down 1 for being shot at; and no penalties for uneven terrain. Finally you gave them a big bonus of adding a fatigue against anything they hit in shooting. By putting a fatigue on the opposing unit that makes the chariots armor effectively a 6. Yet this super unit of Hearthguard is still pointed the same as any other hearthguard.

Maybe give each chariot 3 attack dice in melee and 2 shooting dice, but only use the two chariots. This makes them tough but very brittle as they only take 2 hits to destroy. I'm still not sure about chariots in uneven terrain though. The woods around my house would be considered light woods, but chariots or carts or wagons would not be able to maneuver through them at all, except on paths or trails. So I would say that chariots cannot move into uneven terrain. Their shooting into bad terrain and giving a fatigue to their enemy would actually help drive units out of bad terrain.

Like your idea of making it a 2 chariot unit. Makes it brittle and looks better on the board. I disagree that the fatigue placement gives them an armor of "6". Now that all units take only 3 fatigue I spend fatigue more judiciously than in the past. Moreover, in the playtest the chariots were attacked by the Roman cavalry so their armor stayed at "5".
Regarding Chariots moving through the woods near your house, I would say if they couldn't, those are not light woods! Woods requiring paths would not be light IMO. Your mileage my vary.
