400 miles is a challenging range for the USSR. For example, it's about 400 miles from Vladivostok to Japan or South Korea, and from St. Petersburg to Sweden. From Murmansk, 400 miles just barely gets you to Tromso.

If the sub can be refuelled by ship, that would extend its range. Better yet, if it can be carried on another ship and launched offshore, it could deliver its frogmen almost anywhere.

Wow, that is *tiny*!

Those are 21" torpedo tubes across the top of the boat. Dunno why it shows a 16" torpedo, those are just about worthless (not enough explosive charge). As long as those 21" tubes have to be to handle the SDVs, you could put SDVs in 2 of them and still have space for ~4x explosive torpedoes in the other 2 tubes. Torps would swim out rather than being forcefully launched.
