But wouldn't an actual sniper be much more concealed than that?

None of them appear to be in 'comfortable' or sniping positions. Don't think they would hit much or survive long like that.

I think you would Model that buy just making a base of foliage and saying the sniper is in there. I would certainly accept that explanation. :)

Yeah, I'd use one of the 'practice bases' without any minis on it for a 'real' sniper stand.

Yeah, but there is a practical problem here. What if you lose your sniper in the scatter terrain????
