Daaaaaaaayuuuuum. Though that's about what I'd expect from Naval Reactors Himself (Admiral Caldwell is in Admiral Rickover's job). Zero tolerance for stupidity and especially for lack of procedural compliance. |

The charges are being presented at a hearing to determine if there will be a court martial. Kind of like a grand jury hearing. |

It used to be said in the Royal Navy that a senior officer couldn't get to that rank without a court-martial or two on the way. |

Collisions tend to end Naval careers, regardless of fatalities. This is as much about kicking the entire fleet into panic-review as punishing the officers. But like I said, Naval Reactors takes an extremely dim view of people who ignore procedures. |
