Except for the A-10's tank-busting cannon, all aircraft guns of 27mm – 30mm have an anti-tank value of 7.

OTOH the Hind's 12.7mm gatling gun rated an AT value of 5.

So if I were to houserule with aircraft using 20mm cannons (e.g. M61 Vulcan) or 23mm (e.g. GSh-23L), should I make the AT value a 6?

Yeah, it should match up with the rest of the 20mm guns in the game – including the 20mm gatling gun mounted on the Cobra.
