I think I got this guy a few years ago as a freebee with a magazine, or maybe some rules. He is about 32mm from sole of foot to eyes.
Does anyone recognize him? Do you know who makes him?

Looks like it might be the Sean Connery character from "Highlander." No idea as to the company, perhaps Redoubt or Bicorne from the size.

Style-wise it looks more like Old Glory to me – perhaps from their pirate range?

He's an early renaissance commander of some sort.
And he's quite a bit larger than Old Glory figures.
But, you're correct about him working as a good pirate figure.

Also, he was multi-part. The arms below the gauntlets were separate.
