Two questions on the rules:

1) When assembling an army, you are supposed to select their level, however the term does not seem to be used anywhere else?

2) The army creation rules says three steps, however only two are described. (Unit selection then their abilities) Is there something missing?

I assume you're using the Fantasy rules, which have no unit levels as far as I can tell but still have a couple of references to them. The Ancients rules have four levels of training/morale which are defined on page 13. It looks to me like the Fantasy rules dropped the levels but covered some of the concepts in the special units and abilities list on page 18 and that the references to levels are a proofreading error.
