Is it a robot or a manned battlesuit? Is that supposed to be a clear bubble helmet dome on top?

Corsairs are manned power armor.
There are a few in this line. Just came out on Bones in their latest KS and now hitting the FLGS.
The face cover i think is more like the Starcraft troopers types of screens.

The dome does appear to be a separate piece. Presumably you could replace it with the head of your choice.

There's an Alpha, Bravo and Charlie listed in Reapers webstore. But Alpha and Bravo list zero available.

I got a bunch of these with the last Bones KS. They're great figs if your looking for budget powered armor. My only constructive criticisms are I wish the base was a separate piece and that there were more weapons options particularly heavy weapons.

I'm not familiar with Starcraft's look. If it fits, great. If not, I find it kind of underwhelming, especially for Reaper. Their IMEF stuff is way better looking, IMHO.
